SUMMIT HOST, KEYNOTE SPEAKER AND CHAIR:
Iryna Lytvynchuk is a Doctor of Economic Sciences, Professor, and expert in public policy, innovation, and intellectual property management. Her professional and academic work is closely linked to the development of cultural policy, creative industries, and the sustainable management of local cultural heritage.
She is a recipient of the Scholarship of the Cabinet of Ministers of Ukraine for Young Scientists (2014–2015) and the EU Scholarship for Civil Society Leaders under the “Eastern Partnership Civil Society Facilities” initiative (2022). She was awarded the title of Affiliated Scientific Fellow by the Fil. Dr. Jan-U. Sandal Institute (Oslo, 2022) and received the Merit Certificate from the Verkhovna Rada of Ukraine in 2021 for her outstanding service to the Ukrainian people.
Dr. Lytvynchuk actively contributes to strengthening the cultural and creative sectors in Ukraine through expert work with the Ukrainian Cultural Foundation (since 2022), participation in projects focused on heritage governance, and training programs for local cultural actors. She is the coordinator of initiatives that integrate cultural heritage into strategic development and local resilience planning.
Her international academic recognition includes participation in the “Innovation University and Leadership” program (Artes Liberales Foundation, Poland, 2017), the Civic School for Sound EU Practice (Berlin, 2019), and the CURAD program on community economic development at Pennsylvania State University (USA, 2021).
She is the author of more than 100 scientific publications, and actively contributes to national and international expert bodies, including the Horizon Europe Program Committee (Marie Sklodowska-Curie Actions).

Head of the Noosphere Engineering School Laboratory (Zhytomyr) – a scientific and technical hub for research, design, and innovation in IT and education. Certified Cisco Networking Academy Instructor.
Member of the editorial boards of the scientific journals Information Processing Systems (Kharkiv National University of the Air Forces named after Ivan Kozhedub, Ukraine), Scientific Notes of the State University of Telecommunications (Kyiv, Ukraine), and Applied Problems of Computer Science, Security, and Mathematics (Lutsk, Ukraine). Active member of the EUROSCI Network.
Kateryna Molodetska was awarded the Certificate of Merit from the Verkhovna Rada of Ukraine for service to the Ukrainian People (2021) and was a recipient of the Cabinet of Ministers of Ukraine Scholarship for young scientists (2016–2018).
Her research interests include information security, socio-technical system resilience, social engineering, and the transformation of social systems. She is the author and co-author of over 100 scientific publications, including three monographs on the information security of the state, more than fifty peer-reviewed articles, and numerous conference papers.

Viktor Sereda, PhD in Law, lawyer. Affiliated Honorary Research Fellow: Fil. Dr. Jan-U. Sandal Institute, Norway.
Current areas of scientific interests are: the rule of law, economic efficiency and increasing level of living, economic and legal analysis; development of a modern economy; international law of investment protection and entrepreneurship.

Tatyana Zakharina has a doctorate in pedagogical sciences. She is a professor of the Department of Social Rehabilitation and Social Pedagogy of Taras Shevchenko Kyiv National University.
Her scientific activity focuses on the study of social reintegration processes of the individual and the development of social entrepreneurship skills among higher education students. In her research, she pays particular attention to the design and implementation of a reintegration environment within higher education institutions, which facilitates the successful adaptation of individuals to society. An important area of her scientific inquiry is the creation of pedagogical conditions for fostering entrepreneurial competencies among students of the specialty 110 – Social Work and Counseling. This enables future professionals to acquire practical skills in the field of social entrepreneurship and effectively realize their potential in professional practice.
